Below is a number of useful references on the Internet for editing photos .
The first four of these sites have excellent Photoshop Elements tutorials. They cover all versions of Elements from Version 5 to the current Version 8. Some of the tutorials only work with the newer versions of Photoshop Elements. Most of the tutorials are videos which makes it easy to follow along. You can replay these videos over and over again until you master the techniques.
I am especially fond of the tutorials found at http://alibony.com. They are very well done.
The tutorials found at http://picasatutorials.com are excellent resources for using the Picasa image editor. They have been developed by "Geeks on Tour." And finally, there is my blog at http://fotofixin.blogspot.com. This blog contains a mix of Photoshop Elements and Picasa video tutorials.
